[techies] How to decode value of timestamp bind variable in sql monitoring report?

Hi All,
We run sql monitoring reports on some of our longer
running queries. We use the timestamp datatype in our
database(11.2.0.2). In our sql monitoring reports we see bind variables
captured for the timestamp datatype that we are unsure how to decode
into a human readable form. Here are some example bind variables from
one of our reports.
Global Information
Status : DONE (ALL ROWS)
Instance ID : 1
Session : PROD (1419:24949)
SQL ID : 1jbca4bpjth3t
SQL Execution ID : 16777216
Execution Started : 03/20/2013 10:37:06
First Refresh Time : 03/20/2013 10:37:20
Last Refresh Time : 03/20/2013 10:51:14
Duration : 848s
Program : JDBC Thin Client
Fetch Calls : 1
Binds
Name Position Type Value
:1 1 NUMBER 384959789
:2 2 TIMESTAMP 78700302010101
:3 3 NUMBER 3019
:4 4 NUMBER 0
If anyone has insight on how to decode the value listed for the timestamp bind variable listed above it would be appreciated.
Thanks,
Craig Jackson
